I notice that some of the Logons have a large window for the user selection https://www.wincustomize.com/ViewSkin.aspx?SID=1&SkinID=3687&LibID=26
Am I able to do this using the template that is in LS for creating logons?

If I'm not mistaken the window is a pic. The user selection is expandable dependent on the # of users - and you can use a scroll bar (or not). Logon Studio gives several options on where to place the user selection. You can either match the color or go towards transparency.
I'm still trying to figure out how they moved the shut down button.

Someone figured out how to alter the code for the logon to do that. I don't recall who did it first, but I think the same method is being reused for all the logons of this style.

It was Paul aka Judge who did this first with his OSXP logon theme https://www.wincustomize.com/ViewSkin.aspx?SID=1&SkinID=178&LibID=26

To change the font and color you need to edit UIFILE.txt certain places. You can't edit it in LogonStudio, all editing is manual.
